Thank you for taking time out of your busy day to read this important report. Over the next 16 pages, you’ll find our Popular Annual Financial Report (PAFR) for the 2024 fiscal year. Each year, we publish this document to fulfill our requirement in Mt. Lebanon’s Home Rule Charter. It’s assembled to show how Mt. Lebanon used your tax dollars to maintain and enhance all the programs, facilities and services for all the people who live, work and visit Mt. Lebanon.  

This report is delivered to all residents and to the public in print and online at mtlebanon.org. The best part about our PAFR is that you do not need to have special financial training to understand it. We try our best to make it appeal to a general audience using plain language instead of complicated financial terms and formulas.  

Mt. Lebanon had an excellent year in 2024. Our finances remain solid as we worked toward continuous improvement in all the ways we serve the community. At the top of our priority list is our promise to continue to make Mt. Lebanon a safe and welcoming community. This report details all the ways we were able to deliver on that promise last year. We provided a long list of essential services in 2024, including excellent public safety, upgraded roads and sidewalks, extensive sewer upgrades, effective communications, trash and snow removal. We put a lot of effort into increasing efficiency and refining processes to ensure we are operating at the highest possible level. I am proud of the efforts our staff continues to put in every day. Their commitment to you remains strong and I thank them for all they continue to do. 

My goal is, and always has been, to keep Mt. Lebanon a leader in a fiscally responsible way. When I present a budget or approve expenses, I never forget that the money is yours. I am always searching for the best ways to achieve the highest standards in a cost-effective manner. The result of that work leads to a higher quality of life for our community. From speaking with so many of you last year, I know you share and support that strategy. 

Our residents expect and deserve a high level of value for the taxes you pay, and I am dedicated to ensuring your expectations are exceeded. I know this is your home and it is also mine. This is Home

In an iconic scene from the movie Almost Famous, protagonist William Miller, an aspiring music journalist, feels overwhelmed by life on the road with a rock band and tells groupie Penny Lane, “I have to go home.” As the tour bus full of people unites to sing along to Elton John’s Tiny Dancer, Penny waves her hand in William’s face and says, “You ARE home.”  

When Mt. Lebanon spoke to thousands of residents during research for the 2023 Comprehensive Plan, people repeatedly told us they viewed Mt. Lebanon as their home. In recognition, we reworked our community slogan and branding to “This is Home” — a nod to all the ways people feel welcome here. So, pour a drink, kick off your shoes and settle into this report as we look back at 2024, with all the changes, upgrades, challenges and opportunities your home experienced.
