Manager’s Message
I am pleased to present to you this Popular Annual Financial report (PAFR) for 2025. Although this report is required by our Home Rule Charter, this 16-page report is one we’d do anyway. It’s our way of being completely transparent with how we use your tax money and it does a great job of telling the story of the last year.
We are accountable to all our residents, property owners, business owners, and visitors and this report is addressed to you all. It details the programs, facilities and services your tax dollars funded. It explains our challenges and outlines some of the things we are looking at as we head into the future.
We publish this report to the public in print, in Mt. Lebanon Magazine, and online, at mtlebanon.org. We share it on social media and distribute it to the many individuals who participate in our learning academies, such as the annual Residents Academy. The best part is this report is not written in financialspeak. It’s presented in plain language, using illustrations, charts and graphics to make it clear to all readers, without a financial background.
Last year was a solid year for Mt. Lebanon, and our financial position remains excellent. We were able to accomplish many goals, not the least of which is keeping Mt. Lebanon a safe and desirable place to live, work and visit. As municipal manager, I require staff to always embrace a model of continuous improvement, meaning each day, we are to look to better and more efficient ways of working. Problem solving, cooperation and innovation are high priorities of mine and I believe we used them well in 2025.

Last year was not without its challenges, including a federal government shutdown, increasing costs in many departments and a major spring storm that closed dozens of streets and damaged homes. Yet we were able to overcome all obstacles and deliver all of our essential services, including top-notch public safety, new sidewalks, refreshed roads and excellent trash and snow removal. Every day, I see staff working to increase the value for your tax dollar while we increase your quality of life. I am thankful to them for sharing my commitment to you.
Please know that I never forget that the tax money we spend belongs to you. I will continue to work to ensure you agree that you are getting good value for that money.
